Three little rules

Each number counts bridges, not neighbours. Two islands can share one or two bridges.
Connect nearest islands horizontally or vertically. Bridges cannot cross or pass through an island.
Connect every island into one group. Loops are allowed.

Connect again: one bridge → two → none. Rule out makes an optional pencil note.

Keyboard shortcuts

Tab or arrows move between islands. Enter or Space selects an island, then its neighbour. Escape cancels selection. Ctrl/Cmd+Z undoes. The tool buttons work without dragging.
